Kentucky Route 28 is a 36.217-mile state highway in Kentucky that runs from KY 11 and KY 30 in Booneville to KY 15 in northern rural Perry County. KY 28 heads out of Booneville in Breathitt County, heading southeast. Before entering Buckhorn, it enters Perry County. In Buckhorn, it begins heading east, making a short entrance into Breathitt County to go around a mountain, and ends at KY 15 in northern Perry County.
